The VA San Diego Healthcare System (VASDHS) in Chief of Staff (COS) Service is recruiting for a Full-Time, Permanent, Chief Health Informatics Officer (CHIO). This position is a member of the Leadership Team and is responsible for providing oversight and direction regarding issues that relate to clinical informatics across VASDHS on behalf of the Chief of Staff. The Chief Health Informatics Officer reports directly to the Chief of Staff. Ensure clinical input in the development and management of the Veterans Health Administration (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission. Work collaboratively with appropriate leadership to identify strategic opportunities and initiatives that will enhance organizational improvement efforts through the systematic application of informatics principles and tools. Evaluate clinical computing systems; analyze and evaluate the effect of interventions on health outcomes. Enable healthcare capabilities and the evolution of technology adjoined to the EHR to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Evaluate, document, analyze, prioritize, and recognize requirements for the improvement of the EHR and other systems in collaboration with the end-user. Expand and enhance patient access to patient information through the various initiatives, and further the effective and efficient use of medical information systems for patients. Effectively create, integrate, disseminate, and manage data for all enterprise applications, processes and entities requiring timely and accurate data delivery. Participate in the Office of Information and Technology (OlT) Regional Data Warehouse committees as well as VHA Data Warehousing committees. Develop and maintain database and information management systems in support of evidence-based practice within the Medical Center. Coordinate information management support for clinical activities within the medical center by participating collaboratively with staff to design, implement, and evaluate the clinical information systems configuration, and the capabilities that will be used. Work closely with the Department of Veterans Affairs' Office of Information and Technology (OlT), Biomedical engineering, Medical, Nursing, and other clinical staff. Coordinate the collaboration of informatics with quality assurance, clinical cost analysis, equipment procurements, biomedical and OlT activities. Ensures adequate support to measurably improve the quality of data and the transfer of clinical information between providers. Coordinate the use of electronic health record software packages for the provision of quality clinical care as well as the use of clinical decision support tools to streamline the process of patient care and provide accurate date in a timely manner. Rational therapeutics within the Medical Center are assisted by this process. Ensure the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system. Communicate orally and in writing with a wide variety of individuals serving as a consultant at the local, regional, and national level on clinical information systems. Supervise professional and non-professional staff to accomplish the work of the health informatics office. Responsible for the education, training, and assists with center-wide instruction on the electronic health record related Commercial off the Shelf (COTS) products and electronic system data validation for clinical services.
